The TikTok Creativity Program is now Creator Rewards: how it works and pays
If you searched for the TikTok Creativity Program, you are looking for what TikTok now calls the Creator Rewards Program. Here are its rules from TikTok's own pages, and what they mean for faceless videos.

Searches for "TikTok Creativity Program" have grown a lot over the past year. Many people are still using the old name. In March 2024, TikTok announced that the Creativity Program Beta was becoming the Creator Rewards Program, keeping the same basic idea: pay creators for original videos over one minute long.
Below is how it works, based on TikTok's newsroom announcement (March 18, 2024) and the program terms (last updated April 2025), both read on October 31, 2026. TikTok's rules vary by country and change often, so check the in app Creator Rewards page for your account before you plan around them.
Who can join
From the newsroom announcement, creators must:
- be at least 18 years old,
- have at least 10,000 followers,
- have at least 100,000 video views in the last 30 days,
- have a personal account in good standing, in a country where the program is available.
The terms use similar numbers and say the followers and views must be "authentic". The announcement asks for a personal account, so a business account does not qualify. You apply from inside the TikTok app.
The one minute rule
This is the rule that matters most for how you make videos. The announcement says the program rewards "high-quality, original content that is over a minute long", and the terms say a qualified video "must be one minute or longer".
A 30 second clip can grow your account, but it will not earn from this program. Many creators who post to both YouTube Shorts and TikTok make two cuts: a tight one for Shorts and a version over a minute for TikTok. Our guide to how long a YouTube Short should be covers the Shorts side.
What counts as a qualified view
Not every view earns. The terms say "Qualified views are those that a user views for five seconds or more" and that are not marked "not interested" by the viewer. Views "generated from the same user account will be counted as one view", and views that are "artificially produced or obtained" do not count.
So the first five seconds decide whether a view counts at all. That makes your opening line more than a style choice: it is part of the payout math. Our post on video hooks is about exactly that.
How the payout is worked out
TikTok does not publish a fixed rate per 1,000 views. The newsroom announcement says the formula focuses on four core metrics:
| Metric | TikTok's description |
|---|---|
| Originality | "quality content unique to the creator" |
| Play duration | "accounts for both watch time and finish rate" |
| Audience engagement | "includes likes, comments and shares" |
| Search value | "a metric assigned to content based on popular search terms" |
Your earnings are based on qualified views and a reward rate per 1,000 qualified views (RPM) that changes with these metrics. Two videos with the same views can earn different amounts if one is watched to the end and the other is skipped after five seconds.
You will see many "TikTok pays $X per 1,000 views" claims online. TikTok does not publish such a number, and rates differ by country, niche and the metrics above. Treat any single figure as one creator's experience, not a rate.
What a qualified video needs
The program terms list what a video must meet to earn. In TikTok's words, it:
- "must be one minute or longer",
- "must reach at least 1,000 qualified views",
- "is not a Duet or Stitch video",
- "is not a Photo Mode video",
- "is not an advertisement, paid promotion, or sponsored content",
- "is original content and produced entirely by the creator and/or adds new ideas to preexisting content",
- "is high quality as determined by TikTok in its sole discretion".
For faceless creators, the warning is about reused content. Reading someone else's post over a clip of a mobile game, with nothing added, is the kind of thing these rules are written to exclude. Writing your own story, or adapting a topic with your own script and visuals, is the kind of thing they reward.
The search value metric is an opportunity
Search value is the least talked about of the four metrics, and it is a real opening for faceless channels. TikTok describes it as a value assigned based on popular search terms. In other words, videos about things people actually search for on TikTok can be worth more.
Ways to use that:
- Type your topic into TikTok search and look at the autocomplete suggestions. Those are real searches.
- Say the search phrase out loud early in the video, and put it in the caption.
- Answer the question fully. A video that actually answers "why do cats knock things off tables" will hold viewers longer than one that teases it.
A realistic plan
None of this guarantees income, and the thresholds take time to reach. A plan that fits the rules:
- Pick one niche with lots of searchable topics: history, science facts, what if questions, true crime, stories. See our best faceless niches.
- Make every video over one minute once you are close to eligibility, and keep the pace tight so play duration stays high.
- Hook in the first five seconds, because that is where a view becomes qualified.
- Keep every video original: your own script, your own visuals, your own voice or narration.
- Post consistently. Followers and 30 day views are both part of the entry bar.
Making TikTok videos with FacelessHype
FacelessHype makes vertical faceless videos ready for TikTok, YouTube Shorts and Instagram Reels from one idea. You choose the length, from 20 to 90 seconds, so you can make a 70 second version for TikTok and a 30 second version of the same idea for Shorts. Each video gets its own script, scenes, narration and captions, and you approve a preview of the scenes before anything is made.
We do not promise views, eligibility or earnings. See how the videos are made, and the TikTok details, on our TikTok video generator page.
